This is kind of an 80's rocker look. Instead of wearing the ruffle skirt as a skirt, wear it was a tube top. The black high waisted skirt underneath, then wrap the belt around your waist just above the ruffles. This is just lovely with a cute pair of flats, or even these heels for a lift. The cuff and earring just brings it all together.
